PARKING
STRATEGY & ACTIONS
We are conscious that we are not going to be able to resolve all parking issues, there are simply more vehicles on the development than was planned for/accommodated so the Village Association (VA) will focus on how we can improve the issues and in doing so make the development safer for pedestrians and all road users, be that residents, business users or visitors. In addition, we want to foster the environment whereby consideration to others is a given when parking vehicles.
The VA does not consider its role being to mediate or be the arbitrator in individual parking disputes between residents, business users or visitors, it will however assist in clarifying the ownership of and right to use specific parking spaces.
The VA will use a system of notification where it feels that a vehicle has been parked dangerously or inconsiderately, thereby having a negative impact on other road users and/or pedestrians. The VA will call out examples whereby it feels the spirt of the development is not being adhered to, e.g. vehicles being parked across two or more spaces.
The VA will use the Wardens to issue [yellow] notifications and determine when a vehicle is parked inconsiderably or dangerously, using the Highway Code as a reference point in the case of vehicles parked dangerously and their judgement as to vehicles parked inconsiderably to others. Where a vehicle has repeatedly parked dangerously, is a risk to others and the owner/driver has not responded to prior notifications then the Wardens on behalf of the VA may seek assistance from the police to resolve the issue.
The five focus areas are:
1. Address areas where parking is considered most dangerous and/or inconsiderate to others.
2. Seek to clarify existing parking space usage rights and ownership.
3. Engage with Tandridge District Council’s parking review and explore options and benefits to change/add road markings.
4. Undertake review of existing parking signage and markings.
5. Engage business owners and organisations in better use of car parks.
In addition, the VA will review and clarify/amend as appropriate, existing parking arrangements as set out in the village code, such as the use of visitor spaces.
Action 1
Address areas where parking is considered most dangerous or inconsiderate to others:

Help enforce the no parking

Action 2
Clarify existing parking space usage rights and ownership.
Assist clarify parking space ownership with residents and business owner where this is not clear or is in dispute. Land Registry record will be used as the source of truth as to ownership and documented evidence of parking spaces being leased or where there is believed to be an exclusive right to usage by residents.
Clarify and publish on a regular basis any rules regarding the use of VA owned parking spaces.
Use of inconsiderate parking notices by Wardens for VA owned spaces as appropriate.
Action 3
Engage with Tandridge District Council’s (TDC) parking review and explore options and benefits to change/add road markings.
Participate in TDC’s parking review for Caterham during the summer and engage to get specialist input on the benefits of addition road markings, including what and where on the development.
Action 4
Undertake review of existing parking signage.
As part of a wider review of all signage on the development, include VA owned parking spaces in the review, determining appropriate and consistent signage as to their use.
Where parking spaces are on VA owned land, remove non-VA signage, as appropriate, where it has been put up by residents or business owners/users.
As part of signage review, look to re-new faded parking bay markings and consider the ongoing need for and use of, Visitor Parking spaces on the development.
Action 5
Engage business owners and organisations in better use of car parks.
Work with business owners/organisations on the development to ensure that owners, employees and visitors are using the existing designated parking spaces and whether allocated carparks/parking spaces can be used more effectively or by others to help alleviate issues elsewhere.
The use of the yellow inconsiderate parking notices will be by the Wardens and guidance will be taken from the Highway Code in cases of dangerous parking. In the cases of inconsiderate parking then the Wardens will their judgement on the impact of the parking has on others.
The issuing of the parking notices has no legal status but it is hoped that the owners of the vehicles will think next time they park and consider the impact their parking has on others.
In the event of repeat or extreme examples of dangerous parking then the Wardens may choose to notify and seek assistance from the Police in resolving the issue.
